SUBJECT: ESTONIAN DELEGATION AT ICAO ASSEMBLY

1. (U) Post delivered reftel demarche talking points on
August 23 to the Chief of the Maritime and Aviation
Department of the Estonian Ministry of Economy and
Communication Mr. Aivo Lind. We asked for Estonia's
support of the U.S. candidacy for Part I category
membership in ICAO.

2. (U) Mr. Lind named the participants of the Estonian
delegation going to the ICAO assembly: Mr. Koit Kaskel,
Director General, Estonian Civil Aviation Administration
and Mr. Allan Mall, Deputy Head of the Maritime and
Aviation Department, Estonian Ministry of Economy and
Communication.
