1. (U) DCM on July 17 delivered reftel demarche raising
details of Ambassador William Swing's candidacy for Director
General of the Council of the International Organization for
Migration with the Ministry of Foreign Affairs Chief of
Cabinet, Alain Nyamitwe. Nyamitwe did not offer formal,
substantive comments, but appeared generally supportive of
the U.S. position.

2. (U) Ambassador Swing is favorably known in Burundi by
virtue of his work with MONUC in the Democratic Republic of
Congo.
