1. After two months, Post has obtained an appointment with
Ambassador Bellina, diplomatic advisor to the Ministry of
Defense, and Carlos Yrigoyen, Deputy for Military Political
Affairs at the MFA, for Monday, December 11. Our goal was to
re-engage the Peruvians on a possible status of forces
agreement (SOFA). Post requests the latest instructions on
how best to approach the Peruvians on this issue.
