1. This is an action request - see paragraph 2.

2. In order to comply with Leahy vetting requirements, this cable
forwards the names of 67 Afghan officers selected to serve as
Colonels in Phase III of the Afghan National Police (ANP) rank
reform process. This list is in addition to the names sent in refs
A-F, to which Department replied in refs H-M. Post has reviewed the
information available on these individuals and has found no
derogatory information. The United Nations Mission in Afghanistan
(UNAMA) has vetted these individuals and has found no credible
evidence of human rights violations. Of the original list of 77
names submitted by CSTC-A on behalf of the MOI, in country vetting
yielded 10 hits. Derogatory information regarding these individuals
will be entered into ACES. Request Department response by January
6.
