SUBJECT: Demarche on International Expansion of Federal Flight Deck
Officer Program Delivered
Ref: STATE 165450
1. Transportation Security Administration (TSA) Representative
Sharon Walloppillai and AIT-Taipei econoff delivered reftel demarche
to Taiwan Civil Aeronautics Administration (CAA) Deputy Director
General George Lee on November 13, 2006. Lee indicated that Taiwan
was open to the U.S. proposal to expand the Federal Flight Deck
Officer Program to include flights to Taiwan. CAA Air Transport
Division Security Division Officer Jackson Jai said that Taiwan
could implement the program under the same regulations and
conditions for travel of U.S. Federal Air Marshals (FAMS) to
Taiwan.
2. However, Taiwan will require more information about the program
before agreeing to participate. TSA Rep agreed to seek more
information about the details of the program from TSA headquarters,
including the possibility of reciprocity. When TSA Rep has more
information, AIT/T and TSA Rep will raise the proposal with CAA
again.
