1. (U) Minna-Liina Lind, UN Desk officer at the Estonian
Ministry of Foreign Affairs told us on October 24 that
Estonia will support the U.S. candidacy for re-election to
the International Telecommunication Union Council as well
as Julie Napier Zoller's nomination for membership on the
ITU's Radio Regulation Board at the Plenipotentiary
Conference from November 6-24, 2006 in Antalya, Turkey.

2. (U) The GOE delegation to the Plenipotentiary Conference
will be headed by Minister of Economic Affairs and
Communications Edgar Savisaar. The alternate head of
delegation is Mr. Tonu Nirk, also from the MOE. Other
members of the GOE delegation will include Mr. Mart Laas
from MOE and Mr. Arvo Rammus from the Estonian National
Communications Board.
