(SBU) On October 16, Poloff delivered Ref A points concerning UNSCR
1718 to MFA Asia I (Northeast Asia) Department Section Chief Nguyen
An Dzuy. Dzuy took note of the points and said that he is already
familiar with the contents of the resolution. When pressed for a
further response, Dzuy advised that his office does not have
instructions to discuss DPRK issues beyond what was already
contained in the MFA Spokesman's October 9 statement concerning the
DPRK's nuclear test (Ref B).
