1. On October 17, Charge met with Ministry of Foreign
Affairs Director General Umaru Wurie to deliver reftel points
and non-papers. Charge expressed USG concerns about the
flaws of the text, noting that the document endorsed by the
Human Rights Council lacked consensus and a definition of the
term indigenous peoples. Wurie agreed and said that the text
was flawed and could create divisiness. He indicated that his
government would be unlikely to support it.
