1. At present, there are no direct flights from Estonia to
the United States. Therefore, is very unlikely that
problems would arise here regarding compliance with the
Passenger Name Record (PNR) agreement.
2. Post contacted both the Ministry of Foreign Affairs
(MFA) and the Estonian Data Protection Inspectorate (DPI).
Neither arm of the GOE anticipated any conflict between the
PNR and existing or pending Estonian legislation, in the
event that there are ever direct flights between the two
countries. Bert Blos, a legal advisor at DPI, told Econoff
that DPI does not foresee any new restrictions on
transmission of data to third countries. He also stated
that data transmission to third countries without
"sufficient protection" is already restricted unless
otherwise provided for by law or international agreements.
