1. Post requests human rights certification for the
following Nigerien military personnel to participate in the
CCMR Resident Training Course to be held from September
11--22 in Monterey, California:

Lieutenant Colonel Morou Seydou, Chief of Operations, Army
Staff

2. Post's files contain no instances of gross human rights
violations as of September 8, 2006.

3. Post requests Department review its files so that
appropriate human rights certification can be issued.
