ECOWAS EXERCISE

1. Post requests human rights certification for the
following Nigerien military personnel to participate in the
ACOTA ECOWAS Stand by Force (ESF) Headquarters Staff Training
Exercise to be held from September 2 - 25 in Accra, Ghana:

Major Chaibou Idrissa, Chief of Communications, Army Staff

2. Post's files contain no instances of gross human rights
violations as of September 8, 2006.

3. Post requests that Department review its files so that
appropriate human rights certification can be issued.
