1. (SBU) On September 8 and September 13, respectively,
poloff passed ref A and ref B talking points to First
Secretary Samuel Berkstein, of the Secretariat of Foreign

SIPDIS
Relations' (SRE) Directorate of Multilateral Affairs and
Human Rights. Berkstein noted that Mexico was an observer,
rather than a member, of the Non-Aligned Movement (NAM), and
would be represented at the summit by its Ambassador to Cuba,
rather than by a delegation from Mexico City. He added that
he had passed reftel points to interested offices within the
SRE, as well as to Mexico's embassy in Havana.

2. (SBU) During a September 5 visit to Mexico City, IO
Assistant Secretary Kristen Silverberg raised ref A issues
relating to the UNSC Security Council election with SRE
undersecretaries Jorge Chen Charpentier and Maria del Regfuio
Gonzalez (ref C).
