1. Per reftel instructions, talking points on the
President's speech on detainees in the War on Terror were
delivered under cover of Diplomatic Notes (Antigua #1194,
Barbados #1195, Dominica #1196, St. Kitts #1197, St. Lucia
#1198, St. Vincent #1199, Grenada #1200) on September 8,
2006. The original Diplomatic Notes were also mailed on this
date.
