SUBJECT: SITREP 31: EAC CONVENES

REF: KINSHASA 1352

1. (SBU) Mission convened an EAC meeting on August 25 at
0830 local time to update its assessment of the current
security environment and discuss developments since the
previous meeting on August 24. Recommendations included:
A) issuing a Security Notice reminding all employees that
it is mandatory to carry radios when leQng their homes or
offices, or when deployed on routine business outside of
the Chancery, JAO, and USAID building; and B) scheduling
two Mission town hall meetings (one in French, one in
English) for Mission personnel on Monday, August 28, and
one community-wide Amcit town hall meeting at the CMR
for Saturday, September 2.

2. (SBU) The EAC determined that no additional message
need be issued to the Amcit community at large, and that
the most recent advice (use caution and monitor the radio
for all security updates) remains in force.
