1. (SBU) Other Kinshasa missions - French, Belgian, British,
Swedish - have resumed normal business on August 23. All
report local staff arriving, and diplomats who spent the past
two days at their embassies are being spelled by colleagues
to allow them to go home and rest. The British Embassy will
begin issuing visas again tomorrow. Both the Swedish and
British Embassies have advised their citizens to limit
movement.
2. (SBU) Citibank, a major Gombe business, is open. Two
Shell service stations have opened in Gombe, and others are
reportedly opening in the rest of the city. There are no
reports of any petroleum shortages and port operations in
Matadi and Boma are normal.
3. (SBU) Shops, restaurants, and markets are gradually
re-opening in the central city.
