1. (SBU) The French Embassy remains on official lockdown
status, while Belgian and German mission personnel have
effectively done the same, remaining at their embassies
overnight. The European Union, Canadian, and IMF missions
have ordered their personnel to remain at their residences.
The Dutch Embassy reports that it is open for essential
business only. Two Dutch diplomats, scheduled to depart
their DRC mission 8/22 for new postings, have been told to
remain in Kinshasa. (Note: International flights into and
out of Kinshasa on 8/22 have been canceled in any case. End
note.)
2. (SBU) All local embassies with whom Emboffs have spoken
have advised their citizens not to move about the city.
British Embassy personnel have discussed the possibility of
receiving British citizens at their embassy but believe their
citizens are safer at their present locations than trying to
reach the mission.
3. (SBU) The American Citizen Services section of the
Consular Section has received a few welfare and whereabouts
requests which they were able to answer. All American
citizens are reported to be safe and staying at their present
locations.
