1. (SBU) In response to reftel demarche, the Ministry of Foreign
Affairs sent a diplomatic note detailing the composition of Sudan's
official delegation to the 61st UN General Debate in September. The
eight individuals named are as follows:
A./B. Attendance of Head of State/Head of Government
-- President of the Republic Omer Hassan Ahmed al Bashir.
-- Per diplomatic note, the attendance of President al Bashir, Head
of State and Head of Government, cannot be confirmed at this time.
If he elects to go, it is not clear as to whether or not his spouse
would participate. If President al Bashir participates, he would
prefer an Arabic-English interpreter.
C. Attendance of the Foreign Minister
-- Lam Akol, Minister of Foreign Affairs
-- It is not clear whether or not his spouse would participate.
D. Attendance of Other VIPs
-- MFA Director General of Bilateral Relations Amb. Mahjoub Albasha
Mohamed Ahmed;
-- MFA Director of the Office of the Minister Amb. Suleiman Mohamed
Mustafa;
-- MFA Minister Plenipotentiary, Department of International
Organizations Alier Deng Ruai Deng;
-- MFA Minister Plenipotentiary, Department of Economic and
Technical Cooperation Abdel Rahim El Siddiq Mohamed Omer;
-- MFA Special Secretary of the Minister John Samuel Bwogo Kir; and
-- An unnamed representative of the Ministry of Finance and National
Economy.
E. Attendance of Foreign Ministry Official Responsible for
International Organization Affairs
-- MFA Director of International Organizations Amb. Awad Mohamed
Hassan;
-- It is not clear whether or not his spouse would participate.
Interpretation will not be necessary.
2. (SBU) The MFA has not provided any information on potential
attendance by spouses of principals or regarding travel details.
Post believes that any GNU officials attending the UNGA listed above
under section C, D, or E would not be likely to require
interpretation services.
