1. (SBU) On August 29, 2006, post followed up on reftel B
demarche with Ms. Oracha Tanakorn, Legal Officer at the
Department of Treaties and Legal Affairs, Thailand Ministry
of Foreign Affairs. Ms. Oracha explained that a committee
consisting of representatives from each of the involved
departments at the MFA would need to convene to discuss the
ILC elections before a formal recommendation can be made, but
a meeting date is yet to be determined. Ms. Oracha remarked
that given Mr. Michael Matheson's "high qualifications," Thai
concurrence "should not be a problem." However, she noted
that this is "not a guarantee" but the committee will take
into account "Thailand's good relationship and friendship
with the United States, and Mr. Matheson's qualifications"
when considering his candidacy.
