(SBU) Embassy Tokyo Political Officer met July 31 with MOFA
Global Issues Policy Division officer Masahiro Nakata to
discuss the upcoming High-level Dialogue on International
Migration and Development and the proposed forum on
migration. Nakata explained that the issue involved a number
of government agencies and would require considerable
coordination before a formal position could be determined.
He did not expect the process to be complete before
September, but promised to share the U.S. view with the other
agencies involved during the discussion process. While
Nakata said he could not predict what stance Japan would
take, he noted that Japan and the United States were the only
two countries that had earlier opposed a similar proposal.
Japan, he elaborated, had opposed for financial rather than
substantive reasons.
