(U) On October 30, the Council of Ministers (Cabinet), during
one of its bi-weekly meetings, congratulated the Iraqi people
for approving the constitution and expressed hope that this
"achievement" would put Iraq on the road to gaining stability
and security. The Cabinet also hoped the constitution would
bolster Iraqi reconstruction and development efforts.
