SUBJECT: NEW PERM REP TO OAS
1. A Supreme Resolution published on 9/7 in the GOP's "Legal
Norms" named Fernando de la Flor Arbulu as Peru's Permanent
Representative to the Organization for American States (OAS).
A subsequent Ministerial resolution will determine the date
upon which De la Flor will assume responsibility.
2. De la Flor is a partner at the private law firm La Hoz, De
la Flor and Garcia Montufar, where he has worked since 1987.
He also is on the Board of Directors of the parastatal
Financial Corporation for Development (COFIDE). From January
2002 to July 2002 De la Flor was Secretary General to the
Presidency of the Republic. From August 2001 to December
2001 he was a legal adviser to President Toledo. In his
public capacity, he represented Peru abroad and received
decorations from Ecuador and Poland. De la Flor has served
as a member of the Freedom of Press Research Commission of
the Legal College of Lima since 2001. He was a founding
member in 1993 of the Democratic Forum, a pro-democracy
organization that opposed the authoritarianism of the
Fujimori regime. (Note: De la Flor's predecessor as Peru's
OAS Permrep, Alberto Borea, headed-up the Democratic Forum.
End Note.) De la Flow was born on July 23, 1951. He
graduated with a law degree from the Pontifical Catholic
University of Peru.
