SUBJECT: NIGERIA ON INNOVATIVE SOURCES OF FINANCING

1. Embassy Abuja's Deputy Chief of Mission (DCM) and an
economic officer met on Sept. 9, 2005 with Ambassador Abdul
Bin Rimdap, director general of the Nigerian Foreign
Ministry's international organizations.

2. DCM presented ref talking points on the U.S. Government's
views on the Declaration on Innovative Sources of Financing
for Development.

3. While not discussing specifics or pledging support for
the talking points, Ambassador Rimdap acknowledged that "aid
has created more problems than it has solved." He noted,
"Developing countries are not asking for aid but rather
market access" and said they also seek an end to developed
nations' agricultural subsidies. Rimdap promised to pass
ref talking points on to the appropriate GON authorities.
