In response to reftel MFA Multilateral Affairs Director
Ignacio Ruiz told poloffs that the GOC had no plans to send
an election observation team to Haiti. Post notes that
Colombia's electoral officials are deeply involved in
planning for Colombia's Congressional and Presidential
elections to be held in the first half of 2006; resources are
therefore tied up.
