1. (SBU) On June 3, CDA Asquino delivered the demarche
requested in reftel to Foreign Minister Tokayev, urging the GOK
to attend the US-EU International Conference on Iraq to be held
in Brussels on June 22. Tokayev said he planned to attend the
event if other countries were also being represented at the
ministerial level.

2. (SBU) CDA also urged the GOK to establish full diplomatic
relations with Iraq. Tokayev was receptive to the request, but
made no commitment.

3. (U) Dushanbe minimize considered.
