Tanzanian Response

1. On May 6, Poloff delivered the Diplomatic Note and
C.V. for International Court of Justice candidate
Thomas Buergenthal to Ambassador Liberata Mulamula,
head of the Multilateral Affairs Department at the
Ministry of Foreign Affairs. Ambassador Mulamula said
that the Tanzanians would give due consideration to
the candidacy.

2. While she did not explicitly suggest a quid pro
quo, Ambassador Mulamula inquired about possible US
support for a Tanzanian candidacy to lead an
international organization. She noted that Tanzania
had nominated Ambassador James Kateka to the
International Tribunal on the Law of the Sea, and
asked if the US supported this candidacy.
