1. (SBU) Post delivered the letter from U/S Bolton in reftel
to MFA Political Director Laboulaye's office on March 3,
2005. Given that Laboulaye was on leave, we also passed on a
copy of the letter to Ms. Veronique Vouland, deputy in the
MFA's Department for Disarmament and Nuclear
Non-proliferation. She deferred to Laboulaye's office for a
possible future response.
