1. (U) This is an action request. Please see para. 3.

2. (SBU) On Sept. 13, MFA Deputy Director General for
Disarmament and Arms Control Haluk Ilicak sent PolMilCouns a
proposed change to the draft CFE Host Country Agreement text.
The GOT seeks to add a new Article V at the end of the
agreement. Proposed Turkish change follows:

The provisions of this Note and the reply of the Embassy of
the United States of America, which shall constitute an
agreement, are without prejudice to CFE and CFE Protocol on
Inspection.

3. (U) Action request: Please advise if the Turkish proposal
is acceptable to the USG.
