1. Ambassador Wills signed the U.S.-Maldivian non-
surrender of nationals agreement in Colombo on April 10.
Foreign Minister Jameel had signed the agreement in Male
on April 8.

2. The signed original is being pouched to L/T
(Frank Holleran). A copy of the agreement is being
faxed to SA/INS.

3. The U.S. and Sri Lanka concluded a bilateral
International Criminal Court (ICC) Article 98 agreement
on November 22, 2002.

4. Minimize considered.
