START MEMO NOMINATING-JUSTIFICATION:
As a professor at Kotelawala Defence Academy for more
than ten years she has had a string influence on the
world view of a generation of Sri Lankan military
officers. In her position, Ms. Panagoda teaches
international relations and law, including human
rights. These are both critical areas to the Sri
Lankan military's efforts to modernize itself and its
outlook. The human rights performance of the Sri
Lankan military has been of great concern to the United
States Embassy and will be critical to any hopes of
eventual peace. Though Ms. Panagoda visited Minnesota
on a two-week self-funded program on human rights in
2000, this has given her only a limited exposure. A
broad ranging IV on Foreign Policy and Human Rights
Issues would help push forward this mission's goal of
improving the human rights record of the Sri Lankan
government and giving it a broader outlook on the
world.
