Manukau City Council Showcased in San Francisco

PeopleSoft Case Study Features in Computerworld Honors Program

Manukau City Council has won a nomination to an international honors program for its world leading use of PeopleSoft® technology. A case study on its Business Transformation Project will become part of the Computerworld Honors Collection in a ceremony in San Francisco this month.

PeopleSoft nominated Manukau’s Business Transformation Project in recognition of its ambitious scope and because of the broad range of benefits it will deliver to the council and residents and ratepayers. By June this year, Manukau City Council will have completed the most extensive business improvement programme in its 40-year history.

To do this Manukau City Council needed a solution that was flexible to fit its business today and adaptable to change with it over time. PeopleSoft Enterprise® Supplier Relationship Management (SRM) enables the council to control purchasing, stop maverick spending and centrally manage its large and diverse range of suppliers. Council expects savings of between $1 million and $3 million annually by having a dedicated procurement section. PeopleSoft Enterprise Customer Relationship Management (CRM) is replacing 35 separate name and address databases.

PeopleSoft Enterprise Human Capital Management (HCM) and Enterprise Portal give employees real-time access to critical information, so they can focus on analysis and advice – adding value to the organisation. Wayne Goodley, Director – City Services, says the Business Transformation Project is fundamentally changing the way the city runs. “We’re modernising our financial and human resources systems, some of which were over 20 years old. This means we’re making better, more informed decisions and can provide better service to our citizens.”

Manukau City Council has developed a Citizen, Customer and Community Relationship Management strategy. A single name and address register provides a single point of reference for all customer information across the council, replacing 35 separate major customer name and address databases.

This gives the council a 360-degree view of each citizen, across all departments and services, across properties, across relationships, across contacts/transactions and across all contact channels.

“For example, a person enquiring about library opening hours can be reminded of an imminent expiry of a dog licence, even though the services are offered by separate areas of the council,” says Mr Goodley.

“This means that, regardless of the method or point of contact, our citizens can expect a consistent, informed service from the council.”

The council is at the leading edge of worldwide best practice in this area. No comparable customer driven initiatives are in place in any other local government organisation. Working towards Tomorrow’s Manukau
The internet is a fundamental enabler for the council’s new role as an information broker for the community, using PeopleSoft’s Enterprise Portal to provide easy access to its comprehensive knowledge base. The portal will be a key foundation for the council’s Tomorrow’s Manukau strategy.

“The new portal provides a single user-friendly repository for council information,” says Mr Goodley. “Easy access to the council’s knowledge base is expected to attract new investment in the city and to provide greater alignment with other government agencies in Manukau.”

Financial systems overhauled
Citizens will also benefit through the introduction of output accounting to better manage expenditure. Output accounting means council funds are targeted towards those services that achieve the best outcomes for the community.

The council can benchmark against comparable organisations to ensure each service is generated in the most cost-efficient manner. This is an innovative move for local government and signifies a focus on what stakeholders are getting for their rates rather than simply on what general areas the money is being spent.

Universal time sheet usage, using PeopleSoft Human Resources modules, provides the ability to analyse where employees are spending time and cost.

Manukau City Council will be better able to manage how employees are spending their time and citizens could ultimately benefit through lower rates. Employees can focus on activities that add greater value to the business, such as advice and analysis. Local Government applications


The PeopleSoft solutions at Manukau City Council are fully integrated with local body specific applications from specialist supplier Hansen. These include land rating, water billing, land information and cashiering. The level of integration is a world first and required innovative thinking by the implementation team, headed by PeopleSoft Global Services. David Webster, Managing Director PeopleSoft Australia and New Zealand says that PeopleSoft’s adaptable and flexible solutions have contributed to the success of the council’s Business Transformation Project thus far.
