1.00- 2.45pm Climate change policy in the short and long run
Abstract: The processes of negotiation and ratification of the Kyoto Protocol have stirred deep-seated fears amongst
fossil-based industries and conservative commentators around the world. Yet as the Protocol approaches entry into force,
attention is now turning to the economic costs for those nations that fail to ratify. Moreover, the global push to
reduce greenhouse gas emissions has only just begun. The shift to a low-carbon world will require far-reaching changes
to energy economies, but governments have induced similar structural changes before. A few studies of 'deep cuts' are
now beginning to paint a picture of radically different, but eminently achievable, energy economies.
4.00pm-6.00pm New measures of national progress and their implications
Abstract: In keeping with the international movement to build better measures of progress than GDP, the Australian
Bureau of Statistics has recently released a report titled Measuring Australia's progress. It reports on 14 indicators
of social, economic and environmental change to provide an overview of Australia's wellbeing. These developments will be
considered along with other measures such as the Genuine progress Indicator.

Dr Clive Hamilton is Executive Director of The Australia Institute, an influential independent policy research centre
based in Canberra. He is also a Visiting Fellow in Public Policy at the ANU and an Adjunct Professor at the University
of Technology, Sydney. He has published extensively on climate change and energy policy, measures of well-being,
environmental economics and industry policy.
