Two criteria for GST-at-the-border announcement
Two criteria for GST-at-the-border announcement

The New Zealand Taxpayers'
Union says two criterion need to be meet by Revenue Minister
Stuart Nash in order for today’s GST announcement to have
support of taxpayers: fiscal neutrality and collection
efficiency.
Joe Ascroft, Economist at the Taxpayers’ Union, says:
“If the Government is going to increase the scope of a tax it should ensure consumers are compensated elsewhere – so the effect balances out in the back pocket of consumers.”
“The second thing taxpayers will be looking for is efficiency. It would be mad for the Government to spend dollars to collect a few cents in tax. Measures like that would inevitably erode our efficient GST regime, so the cut-off must reflect the practicality of collecting tax on very small value goods.”
