Submissions are open on the Racing Amendment Bill
The Primary Production Committee is seeking submissions on the Racing Amendment Bill, which seeks to amend the Racing
Act 2003. The bill aims to:
· make the New Zealand Racing Board’s betting operations more competitive
· charge offshore betting operators for using New Zealand racing and sporting information and for bets on racing or
sporting events originating in New Zealand
· provide for regulations to revise the formula used for allocating proceeds from sports betting between the racing and
sporting sectors
· allow the Racing Board to offer in-race betting
· permit betting on sports that do not have a qualifying national sporting organisation by allowing the Racing Board to
enter into betting agreements with Sport and Recreation New Zealand.
The amendments are based on the recommendations made by the Offshore Racing and Sports Betting Working Group. The Group,
which the Minister for Racing established in 2015, reviewed offshore gambling and its effect on the Racing Board’s
income.
