Napier City Council 2016-19 progress results

In-progress results announced this afternoon indicate that the highest polling candidates in the election of Napier City
Council for 2016-19 are as follows:
In alphabetical order, the six highest polling candidates on Saturday 8 October for At Large are Claire Hague, Tony
Jeffrey, Richard McGrath, Keith Price, Faye White and Kirsten Wise, the highest polling candidate for Ahuriri Ward is
Larry Dallimore, the two highest polling candidates for Nelson Park Ward are Maxine Boag and Api Tapine and the two
highest polling candidates for Tamatea Ward are Graeme Taylor and Tania Wright.
Mayor Bill Dalton and Cr Annette Brosnan were elected unopposed when nominations closed on 12 August 2016.
Maxine Boag (Nelson Park Ward) has served three terms on Council. She has chaired the Community Development committee and Keep
Napier Beautiful, been involved with many projects, including community gardens, playgrounds and the inaugural Seawalls:
Murals for Oceans. She is an advocate for the elderly and other vulnerable citizens.
Larry Dallimore (Ahuriri Ward) has lived in Westshore for 38 years. He has had various business interests, including a heavy haulage
and bulk earthworks business, a motorcycle franchise, service station, outdoor leisure attraction, rest homes and
motels. He is currently on the Westshore Residents Association committee.
Former Napier Girls’ High School principal and EIT deputy CEO Claire Hague (At Large) has been on various local and national educational, community and business focused boards. She wants to
balance careful stewardship of ratepayers’ money with ensuring the Council continues to invest in a vision for Napier’s
future.
CBD retailer Tony Jeffrey (At Large) has already served five terms on Council. A nationally accredited Resource Management Act commissioner, he
was behind Napier’s first security patrols. He has chaired the tenders, resource consent hearings, district plan and
arts advisory committees. He has also represented Napier on the regional coastal strategy and urban growth committees.
Richard McGrath (At Large) has served two years on Council. An advocate of shared services, he thinks his previous years’ service with
St John Ambulance and NZBS (Blood Donors) has helped him as a council representative on the Positive Aging Trust, Napier
Health Services Advocacy Forum and Civic Awards committee.
Former policeman and semi-retired businessman Keith Price (At Large) has already served three terms as a councillor. He has chaired the Napier and Marine Parade Development
committees, been Council’s representative on the Art Deco Trust and Hawke’s Bay Sports Council, and has worked with a
diverse range of community, cultural and sports groups.
Api Tapine (Nelson Park Ward) has been EIT Maraenui Learning Centre Learning Coordinator for the past three years. Of Ngati
Kahungunu descent, he has been chairman of his marae, has served voluntarily on numerous local charitable trusts, and
has been a small business owner. Education, employment, small business, community safety, family-friendly facilities and
engaging youth are issues important to him.
Graeme Taylor’s (Taradale Ward) focus is family, safe communities, accessibility for all and innovation. During his first term he was
deputy chair of the finance committee. As a nationally accredited Resource Management Act Commissioner he also sat on
the Council’s Hearing Committee, and represented Council on the Audit and Risk and HB Crematorium committees, and the
Destination Playground steering committee. A former teacher, police officer, professional rugby coach and CEO of Sport
and Recreation Wanganui and the Halberg Trust, he is presently General Manager of the Napier District Masonic Trust and
NZ Aged Care Association HB Branch chairman.
Faye White (At Large) has been a councillor for five terms and Deputy Mayor. She wants to be part of a pro-active council which
provides and maintains its infrastructure, and adapts to change, whether it be technology, an ageing population,
employment opportunities or climate change. She has chaired various committees and been Council’s representative on the
Ahuriri and Napier Business Associations. She has coordinated the 1931 Earthquake Survivors’ annual afternoon tea, and
supported Napier’s flashing speed signs outside schools.
Kirsten Wise (At Large) has served one term as a Taradale Ward councillor, chairing the Finance committee, been an Audit and Risk
committee member, represented Council on several community boards, and as an Accredited Hearings Commissioner, also sat
on Council’s Hearings committee. An accountant by trade, she is pleased to have been part of a council initiating
several exciting new projects, and is committed to ensuring the ongoing financial sustainability and economic growth of
Napier in future.
Tania Wright (Taradale Ward) has 12 years’ experience in local government and has lived in Taradale for more than 30 years. Since
stepping down at the 2013 election, her roles have included being Vice Chair of the Taradale Marketing Association,
chairing Creative Arts Napier, and serving as a Justice of the Peace. She currently works in the office of Stuart Nash,
MP for Napier.
During her first term on Council Annette Brosnan (Onekawa/Tamatea Ward) has supported development in Pirimai and Tamatea Parks, cycleways, green belt and environmental
improvements. She has held various local and central government roles, has been Deputy Chair of the council’s grants
allocation and regulatory committees, and represented Napier on the Neighbourhood Support, Holt Planetarium and Historic
Places committees. As a nationally accredited Resource Management Act commissioner, she has also served on Council’s
hearings committee.
Mayor Bill Dalton served two terms as a councillor before being elected Mayor in the previous election. He says hard work has ensured
Napier’s financial position remains strong, with some of the lowest rates in the country, while Council’s infrastructure
programme has focused on ongoing stormwater and roading upgrades. He is proud of the council’s selection as a Foundation
Council for the Local Government Excellence Programme.
Mayor Dalton has indicated that he does not intend to run again.
Looking likely to be farewelled from Napier City Council, based on in-progress votes are:
Alexander Construction managing director Mark Hamilton (Nelson Park Ward) who has served one term as a councillor. Over the past three years he has been deputy chair of the
City Services committee, sat on the joint Napier-Hastings councils’ Waste Futures project steering committee, Regional
Cycling Governance and Maraenui Social Housing groups, and Rotary Pathways Trust.
Mark Herbert (Ahuriri Ward) has served six terms on Council. During his time he has been involved with various committees and
projects, including the Marine Parade development committee, fundraising for the newest stand at McLean Park, Paxie’s
Lane, Prebensen Drive extension, MTG Hawke’s Bay and Ocean Spa.
Two-term councillor Michelle Pyke (At Large) took a lead role in the community voluntary sector. Council roles have included chairing the regulatory
committee and being a member of the joint Napier-Hastings councils’ Waste Futures project steering committee.
Please note that the progress results do not include voting papers returned today and some special votes. The outcome of
these elections may change once all voting papers have been counted.
The preliminary results published on Sunday 9 October 2016 will include votes received today. The final official
results, once all special votes have been counted, will be released on Thursday 13th October.
