Ministry of Justice appoints new Chief Operating Officer

Carl Crafar has been appointed as the new Chief Operating Officer (COO) – Operations and Service Delivery at the Ministry of Justice.

Carl will be responsible for leading the Ministry’s operations and delivery to its customers including administering the courts and tribunals, collecting fines, and the legal aid system. This is a new role at Justice following the decision in April to bring the Ministry’s three operational teams together under one national leader.

Carl will join Justice from the Ministry of Social Development where he is Deputy Chief Executive. He leads MSD’s social housing operations across regional services, contact centres and centralised process units. He has also had a long involvement in the social sector, having been Director, Social Sector Trials, at MSD since 2011.

He was previously Associate Deputy Chief Executive at MSD, leading service delivery’s national operations team of around 6000 people.

Andrew Bridgman, Secretary for Justice and Chief Executive, said: “I’d like to welcome Carl on board – we’re thrilled to have someone of his experience join our leadership team. He is joining us at an exciting time. New Zealand has a world-leading justice system, and we are modernising our ministry, including our courts and tribunals, so New Zealanders can access justice services with ease and speed.”

Carl Crafar said: “I am really looking forward to the challenge of the new role and applying my operational experience in new ways.”

Carl is expected to join the Ministry in mid-August.
