Māori Affairs Committee considering 3 Treaty settlement bills

Bills to enact a number of Treaty of Waitangi settlements are open for submission. Parliament’s Māori Affairs Committee
is considering the Tauranga Moana Iwi Collective Redress and Nga Hapū o Ngāti Ranginui Claims Settlement Bill, the
Ngatikahu ki Whangaroa Claims Settlement Bill, and the Ngāti Pūkenga Claims Settlement Bill.
Settlement bills such as these are part of the final stages of bringing Treaty of Waitangi claims to resolution. Deeds
of settlement have been signed between the Crown and the iwi and hapū representatives, and the bills enact the terms of
these settlements into law.
Chair of the Māori Affairs Committee, Tutehounuku Korako, said “The committee looks forward to hearing the public’s
thoughts on these settlements. The select committee process is an important opportunity for Parliament to hear the
issues relating to Treaty settlements, particularly from the people affected.”
The Tauranga Moana Iwi Collective deed provides collective Treaty redress in respect of shared interests of the
collective, which is comprised of 3 Bay of Plenty iwi centred around the Tauranga Harbour: Ngāi Te Rangi, Ngā Hapū o
Ngāti Ranginui, and Ngāti Pūkenga. It does not settle any historical claims.
The Ngatikahu ki Whangaroa Claims Settlement Bill gives effect to the deed of settlement signed on 18 December 2015 in
which the Crown and Ngatikahu ki Whangaroa agreed to the final settlement of the historical Treaty of Waitangi claims of
Ngatikahu ki Whangaroa. The rohe of Ngatikahu ki Whangaroa is in centred on the Northland coastline between Mangonui and
Kaeo.
The Ngāti Pūkenga Claims Settlement Bill gives effect to the deed of settlement signed on 7 April 2013 in which the
Crown and Ngāti Pūkenga agreed to the final settlement of the historical Treaty of Waitangi claims of Ngāti Pūkenga. The
Ngai Pukenga rohe extends around the wider Tauranga region, from Waihī in the north and past Te Puke in the south.
