Report paves the way for Ngaphui to move forward

The Waitangi Tribunal report into the Ngapuhi mandate has revealed what Te Kotahitanga o Nga Hapu Ngapuhi has been fighting against, a divisive and deeply flawed process.

Co-chair Pita Tipene says the Waitangi Tribunal has found that the structure and processes of Tuhoronuku are deeply flawed and deny hapu from exerting control over how they are represented.

“The Tribunal found that the Crown’s recognition of the mandate of the Tuhoronuku IMA disregarded and diminished hapu tikanga and leadership and found serious prejudice against hapu. Furthermore the flaws are of such significance that the Tribunal has recommended that the Crown delay its negotiations to allow hapu the ability to withdraw from Tuhoronuku.”

“The finding is momentous and justifies the ongoing opposition to Tuhoronuku and is vindication of the case we champion of hapu rangatiratanga, hapu sovereignty.

“The vision of Te Kotahitanga is to protect, uphold and rejuvenate the hapu as the building blocks of the Ngapuhi tribe. It is time now to improve the settlement processes to begin the pathway towards economic, social and cultural rejuvenation of Ngapuhi.

Co-chair Rudy Taylor says the report provides a timely remedy to mend the flaws in the Tuhoronuku structure and processes and if it’s leadership stops its bickering and truly wishes all of Ngapuhi to unite they will overturn their failings.

“The Tribunal has made it clear that to mend the Treaty relationship hapu must be returned to a position of authority and hapu sovereignty needs to be protected and enhanced.

“The Minister for Treaty of Waitangi Negotiations Chris Finlayson’s response to the report is irrelevant; it is for Ngapuhi to decide how we are to move forward. The mandate report provides the opportunity to sit back around the table.

“Te Kotahitanga o Nga Hapu Ngapuhi remains focused on our vision to ensure a solid and genuine hapu based settlement for the benefit of all of Ngapuhi and Northland.

“Hapu are the foundation of the sacred house of Ngapuhi.”
