Healthy Homes Guarantee Bill
The NZ Property Investors’ Federation believes that if regulations are to be introduced to NZ Rental Properties, then the focus should be on insulation and heating.
As studies have shown that Government saves $5 of health expenditure for every $1 spent on insulation and heating, there are good cost benefit reasons to focus in these areas.
The NZPIF believes that not requiring regular inspections of rental properties will reduce the impact of increased rental prices, but are concerned about how far the EECA requirements will go.
With no depreciation allowance and with insulation and heating costs being classed as capital expenditure, there is currently no tax incentive for Rental Property Owners to insulate and heat their rentals.
If the Healthy Homes Bill was to be implemented, the NZPIF believes that making insulation and heating tax deductible would limit the increase in rental prices.
