Key Decisions from Today's Council Meeting
Christchurch City Council met today (Thursday 29 August 2013), with the key decisions made outlined below. Please be
advised that due to a large meeting agenda, the meeting will continue tomorrow.
Hagley Oval upgrade and lease approved The Council has today approved a number of recommendations in relation to Hagley
Oval. This will see the Council proceeding with the construction of the low-rise grass embankment.
This decision will also see a ground lease granted to Canterbury Cricket for the purpose of building a pavilion and
lighting towers, all of which will be in accordance with the recent Environment Court conditions ruling for consent.
Sumner Community Centre, Museum and Library to be rebuilt The Council approved the rebuild of the Sumner Community
Centre, Museum and Library on the site of the demolished facilities at 14-18 Wakefield Avenue.
Stage one of the project will now begin. This will include investigating concept designs for a new facility, cost
estimates and community consultation. Council staff will also continue to investigate how the Returned and Services'
Association may be incorporated into the joint development.
The Council will also work with the Sumner community to close any funding gap between the rebuild cost and the available
insurance proceeds. This does not preclude the community from applying to the Council for any shortfall.
Correction of rates setting irregularities The Council resolved to put in place measures to correct irregularities in
the way it has set rates since 2004.
The Council intends setting the 2013/14 rates again in accordance with the requirements of the Local Government (Rating)
Act 2002.
To reset the rates from 2004 to 2012, the Council authorised the acting chief executive to take all steps required for
the preparation and passage of a Local Bill.
Christchurch Town Hall to be conserved Councillors unanimously agreed the Town Hall should be fully restored, with
construction expected to begin in 2014.
The Council today also confirmed the Council-led Performing Arts Precinct will include the fully restored Town Hall, a
new Court Theatre and homes for the Music Centre of Christchurch and the Christchurch Symphony Orchestra (CSO).
