InternetNZ releases clips from NetHui Panel State Surveillance of Online Communications
InternetNZ has published clips from the NetHui panel on the proposed spy legislation, also known as the GCSB and TICS
Bills. The clips focus on a handful of topic areas of the two Bills that are on the table, such as the role of
encryption in the scheme, the need for legal oversight and the need for a public debate.
The distinguished panel included Ian Apperley, a Wellington-based technologist cloud consultant, Dr. Paul Buchanan, a
security policy expert and former intelligence consultant to US security agencies, Sir Bruce Ferguson, former Director
of the GCSB, and Michael Wigley, principal at Wigley & Company solicitors, experts on telecommunications law and policy.
“The panel discussion explored valuable aspects of these legislative proposals,” says Susan Chalmers, Policy Lead.
“These video clips are a good way to make this information digestible and shareable. There was a consensus from the
panel that the Bills need more public debate, and this is a good way to advance that debate.”

The Intelligence and Security Committee is due to report back to the House on the GCSB Bill on July 26th.
