Charter Schools: what problem do they address?
Soon after the 2011 General Election and as part of the Confidence-and-Supply Agreement between ACT and the National
Party, the announcement was made that Charter Schools – now called "Partnership Schools" – would be introduced.
The ACT Party expressed the requirement in these words: "After 70 years of state controlled and mandated education, we
have a situation where around 20% of our children left school last year unable to read or write sufficiently to fill out
a job application. ACT believes that if we continue to do what we’ve always done, we will continue to get the same
results that we’ve always had."
Are the problems real? If so, then are Charter Schools the answer?
