(i) Whether, consistently with the New Zealand Bill of Rights Act 1990, s 29 of the Racing Act 2003 authorised
Thoroughbred Racing to make Rules of Racing relating to random drug testing of riders.
(ii) Whether Ms Cropp consented to provide her urine sample on 7 May 2005.
(iii) Whether by reason of the Rules and the Drug Testing Protocol For Riders Ms Cropp was lawfully required to provide
