Market measures are not enough to address climate change - the greatest threat that faces the planet. National will need to bite the bullet and back legislation to regulate polluters.
National needs to support incentives for renewable energy and energy efficiency, oppose new coal-fired power stations and support putting direct consideration of climate change back into the Resource Management Act.
No party can be taken seriously on climate change unless it also tackles agricultural emissions which are New Zealand's biggest contribution to climate change. This is more than burping cows and also includes fertilizer and energy use.
If John Key wants to display leadership on this issue, when he visits John Howard his top ask has to be to urge Australia to join Kyoto - as it is the only game in town.
The Kyoto Protocol is the only international agreement on climate change with binding targets to reduce greenhouse pollution, timelines and tools to get there.
