Doug Martin Appointed By SSC To Lead Review Of NZQA

The Deputy State Services Commissioner, Tony Hartevelt, today announced that he has appointed Doug Martin, Wellington-based director of Martin, Jenkins and Associates, to lead his review into matters relating to the New Zealand Qualifications Authority (NZQA).

The Associate Minister of Education has asked the State Services Commissioner to review the adequacy of the setting and management of the 2004 Scholarship examinations and, more widely, the performance of NZQA. The review will be conducted under the State Sector Act (see below).

Tony Hartevelt said Doug Martin is a former senior public servant who has worked extensively as a strategic management advisor for a range of government agencies, including in the education sector.

"The review's terms of reference have been developed, and are publicly available on the SSC's website (www.ssc.govt.nz ). "Doug Martin has been asked to report and make recommendations on:

* the questions concerning the introduction of the New Zealand Scholarship qualification by 29 April 2005, and

* the performance of the NZQA by 31 July 2005. The two parts of the review have separate reporting dates to enable any findings and recommendations concerning the New Zealand Scholarship examinations to be taken into account, as far as will be possible, in the administration of the 2005 examinations.

"In the meantime, neither I, nor Doug Martin, will comment publicly on the inquiry," Tony Hartevelt said.
