Audit Timelines Update, Letter To Horowhenua District Council Published

Update on audit timelines

We’ve published a statement on our website with an update on the completion of last year’s audits.

We completed most audits with 30 June balance dates on time, including the audit of the Financial Statements of the Government. Deferred audits are still affecting some public organisations. We are planning to complete these audits as quickly as we can, while maintaining our primary focus on audit quality.

Our statement outlines the measures we are taking to add capacity and prioritise our work so that normal statutory time frames for reporting can be met during 2023.

Letter to Horowhenua District Council

Concerns were raised with us about the engagement by Horowhenua District Council of external consultants to provide services in relation to the Levin landfill. The future of the landfill was uncertain and the Council had received conflicting reports about its future use, including whether it should remain open or be closed.

We decided to look at aspects of this procurement, and we have written to the Council with our findings.

We found that while the Council had a procurement policy, it was not followed in this case, and elements of good procurement practice were missing.

The Council has recently made some improvements to its policies and practices for procurement, and we encourage the Council to consider our comments as part of further improvements.

The matters raised here could serve as a useful reminder for other public organisations when carrying out procurement.
