Improving building and housing regulations to remove unnecessary compliance and business costs
Public submissions are now open on the Regulatory Systems (Building and Housing) Amendment Bill. This proposed law seeks
to avoid regulatory failure by updating existing legislation to improve effectiveness and efficiency in the areas of
building and housing.
The Bill is 1 of a package of 3 omnibus Bills updating legislation administered by the Ministry of Business, Innovation
and Employment. The Bill proposes to:
• Clarify and reduce unnecessary compliance burdens by updating the Unit Titles Act 2010 in relation to:
• unit plans
• body corporate operational rules
• reassessment of ownership interests and utility interests
• the registration of easements and covenants
• leases and licenses of common property
• extraordinary general meetings of body corporates.
• Improve the quality of the Building Act 2004 by updating cross-referencing errors and repealing a redundant provision.
Scott Simpson MP, Chair of the Local Government and Environment Committee, said: "The Bill looks to make some technical
amendments to enhance the efficiency of existing Acts. We’re looking forward to hearing whether New Zealanders agree
that this Bill achieves this."
