Tertiary Education Institution Council Appointments
Tertiary Education, Skills and Employment Minister Steven Joyce today announced 14 appointments to six tertiary
education institution councils, which include appointments to the newly-reconstituted councils of TeWānanga o Raukawa
and Te Whare Wānanga o Awanuiārangi.
“I welcome the valuable knowledge and experience that these appointees will bring to these important leadership roles,”
Mr Joyce says. “I also wish to recognise and thank the outgoing council members for their service and valuable
contribution to tertiary education.”
The appointments and reappointments of council members are:
• Open Polytechnic of New Zealand: the appointment of Kate Alexander as a member and the reappointment of Sue Duncan as
a member.
• Tai Poutini Polytechnic: the appointment of council-appointeeGabrielle Wall as Deputy Chair, and of Kevin Stratful and
Raelyn Lourie as members.
• Victoria University of Wellington: the appointment of Traci HoupapaMNZM, JP as a member.
• University of Waikato: the appointment of Diane Foreman CNZM as a member.
• Te Wānanga o Raukawa: the reappointment of Anne Carter, Daphne Luke MNZM, and Edward Ellison as members.
• Te Whare Wānanga o Awanuiārangi: the appointment of CharlieTawhiao and Adrienne von Tunzelmann as members; the
reappointment of Rauru Kirikiri and Tuihana Pook as members.
Open Polytechnic of New Zealand
Kate Alexander has worked for the Primary ITO for many years in several different roles, most recently as Agribusiness Development
Manager. Ms Alexander is a shareholder elected director on the board of Ravensdown Ltd. She is a director of Riversedge
Ltd, a dairy farming business in Northland. She is also the Chair of Rural Support Trust – Northland, an organisation
that supports rural communities in adverse events.
Sue Duncan has 20 years’ experience in the tertiary sector, including as a member of a senior executive team and Acting Chief
Executive. Ms Duncan has been a member of several boards of trustees, including New Plymouth Boy’s High School and is
currently a member of the Open Polytechnic Council.
Tai Poutini Polytechnic
Gabrielle WALL is a director of D & G Consulting Ltd, which is involved in providing strategy, facilitation and other consultancy services to the education
sector. Dr Wall assisted with the Ministry of Education’s guidelines on the relationship between property design and
student learning. She was recently involved in a research partnership with Te Rūnanga o Ngāi Tūāhuriri on how to raise
student achievement for Māori students in a culturally inclusive way. Dr Wall has a commercial background in the
farming, property development and forestry industries, and is currently a director of a West Coast forestry business,
Westland Holdings Ltd and Ako Aotearoa.
Kevin STRATFUL is the West Coast’s Economic Development Manager, a new role created to progress the actions identified in the Regional
Economic Development Plan. Mr Stratful has a corporate background as a former managing director of Lion Nathan, managing
director at Freightways and chief operating officer at Telecom. More recently, he has been a business owner, of David
Reid Homes in Northland and a chartered yacht business. His extensive governance experience includes private sector
directorships and roles with NZ Soccer, Sports World Ltd, the Beer, Wine, and Spirit Council of NZ and the NZ Ice Cream
Manufacturers’ Association.
Raelyn LOURIE is Deputy Chair of Westland Milk Products and Chair of Westland’s subsidiary, EasiYo. Ms Lourie is a dairy farmer with a
background in rural and urban lending. She has held a number of senior management positions with Housing New Zealand and
the Rural Bank and has extensive retail marketing experience in large supermarket operations, including Progressive
Enterprises. Ms Lourie is a director of two dairy farming businesses.
Victoria University of Wellington
Traci HOUPAPA MNZM JP is an award winning company director and a recognised industry leader. Ms Houpapa also specialises in strategic
and economic development advice to Maori, iwi, public and private sector clients throughout New Zealand. Ms Houpapa is
the Chair of LandCorp, the Federation of Maori Authorities and the National Advisory Council on the Employment for
Women. She holds appointments on the Waikato River Authority, Pengxin NZ Farming Limited, OTTP NZ Forestry Investments
Ltd, Asia NZ Foundation and Strada Corporation. In 2015, Westpac named Traci on its “NZ Women Powerbrokers” list. Ms
Houpapa has an MBA from Massey University and was recently awarded a Distinguished Alumni Service Award for services to
agribusiness and Maori.
University of Waikato
Diane FOREMAN CNZM is one of New Zealand's most successful business women and is CEO of the Emerald Group. Ms Foreman has investments
in high level recruitment, property, and a boutique hotel on Auckland's North Shore, and formerly also in healthcare and
manufacturing in New Zealand and overseas. She is a former Deputy Chair of the New Zealand Business Roundtable and has
also worked with a number of charities. One of New Zealand’s leading entrepreneurs, Ms Foreman has many years’
experience running and growing successful businesses in health, property, recruitment, and award winning ice cream and
was the Ernst & Young Entrepreneur of the Year in 2009. Her company, Emerald Foods, received the Westpac New Zealand Franchise Awards
"Exporter of the Year" in 2010/2011. Ms Foreman was awarded a CNZM for services to business in 2012.
Te Wānanga o Raukawa
Anne CARTER (Ngāti Kahungunu, Ngāti Raukawa) has had a public sector career that covered operations and policy management and she
held a number of senior roles including Chief Executive of the Ministry of Youth Affairs, Acting Chief Executive of the
Ministry of Women’s Affairs, and Deputy Secretary, Local Government and Community Development at the Department of
Internal Affairs. Ms Carter’s governance experience includes the Local Government Commission, Wairarapa Moana
Incorporation, Wairarapa Moana Trust, Raukawa Whānau Ora Ltd, the Equal Employment Opportunities Trust, and the Public
Sector Training Organisation.
Daphne LUKE MNZM (Ngāti Kahungunu, Rongomaiwahine) is a business coach and consultant, has substantial governance experience and a
management background in business, central government and local authorities. Her experience includes working with a
number of private training providers in the design and delivery of courses and she played an important role in the
rescue and revitalisation of Te Aute College. Ms Luke's work in regional Maori economic development saw her appointment
to the Maori Economic Taskforce where she sponsored initiatives that led to the establishment of Ngā Pu Wāea Maori
Broadband Advisory Board as well as a number of business and community development projects. In 2011 Ms Luke was awarded
the MNZM for services to business and the community.
Edward ELLISON is a financial adviser who operates an insurance and mortgage brokerage in Porirua. Mr Ellison has held a range of
senior management, financial and accounting positions within the public and private sectors, including as the Finance
Manager for the Kohanga Reo National Trust, Deputy Director of Finance at the Ministry of Foreign Affairs and Trade and
as an accountant at Te Puni Kōkiri. Mr Ellison is also involved with training and mentoring local businesses within the
Porirua basin.
Te Whare Wānanga o Awanuiārangi
Charlie TAWHIAO is the General Manager at Moana Communications in the Bay of Plenty. He is also Chair of both Te Runanga o Ngāi Te Rangi
Iwi Trust and the Ngai Te Rangi Settlement Trust. He has successfully led Ngai TeRangi through social, economic and
political change. Mr Tawhiao’s previous career was in the public service, including as Treaty Relationships Manager at
the Department of Corrections, and with LINZ.
Adrienne von TUNZELMANN is Principal of McKinlay Douglas Ltd and combines an extensive public sector background with an understanding of the
business environment.
Ms von Tunzelmann also has a depth of experience in governance, which includes Pharmac, Bay of Plenty Community Trust,
Osteoporosis New Zealand, Age Concern New Zealand, and the Tauranga Chamber of Commerce. Her skills and experience are
highly valued by the council and she is well placed to assist the wānanga in its growth and development. Ms von
Tunzelmann is a Chartered Fellow of the New Zealand Institute of Directors and has a First Class Honours degree in
Economics from the University of Canterbury, a Master of Public Policy from Victoria University of Wellington and is a
graduate of advanced management programmes in New Zealand and overseas.
Rauru KIRIKIRI is a Wellington-based consultant, of Te Whanau-a-Apanuidescent, specialising in a range of Maori-related issues
including policy development, hui facilitation, strategic planning and cultural support for government departments and
Ministers, environmental management matters and Treaty of Waitangi claims negotiations. His career has included several
years in the public service, 13 years at Manaaki Whenua Landcare Research, and various academic activities at
universities in both New Zealand and Australia. He is currently a member of the advisory board of the Centre for
Sustainability at Otago University and a trustee of the World Wildlife Fund.
Tuihana POOK has been involved with education for many years with a focus on Māori, te reo Māori, and supporting her local
community. She is theTumuaki (Principal) of Te Kura Mana Māori o Whangaparaoa and is committed to creating opportunities
for students’ future career pathways. MsPook was awarded the QSM in 2012 for services to Māori education and the
community.
