Healthy Homes Guarantee Bill (No 2)

Public submissions are being invited on this bill. The closing date for submissions is Thursday 23 June 2016.

The Healthy Homes Guarantee Bill (No 2) is a members' bill in the name of Andrew Little. The bill proposes to amend the Residential Tenancies Act 1986. Its intention is to ensure that every rental home in New Zealand meets minimum standards of heating and insulation. Under the bill, the Ministry of Business, Innovation and Employment would set standards that landlords are required to meet.

The requirement to meet the standards would apply to all tenancy agreements made within a year of the Act coming into force. The natural process of tenant turnover would see most tenancy agreements containing the requirement by the end of 5 years. At that point, all residential tenancies must meet the standards.
