Investment to build quality in foundation learning

The government announced today additional funding for new initiatives to further build quality in the provision of foundation learning for adults who need literacy, numeracy and language skills.

"We will invest $5 million (GST excl) over the next four years to increase the quality and capability of provision for adults with low literacy, language and numeracy skills,” Marian Hobbs said.

"What is clear from research is that adult foundation learning is effective where there are qualified and well supported educators who explicitly teach literacy, numeracy and language in contexts that adults can relate to.

"Therefore, extra funding has been provided to support tutor development, build quality assurance, and develop assessment tools in the foundation learning sector.

"The development of the assessment tools will involve a process of research, development, trialling and evaluation and will be critical for ensuring literacy, numeracy and English language education provision is working well for the adult students."

Marian Hobbs is a former associate education minister who had responsibility for adult and community education. Education Minister Trevor Mallard stepped aside from Cabinet discussions on this initiative because of the potential risk of a conflict of interest.

A further announcement relating to adult and community education will be made on Monday.
