Weathertight Homes adjudicators announced

Weathertight Homes Resolution Service adjudicators announced

Paul Skinner of Auckland has been appointed Chief Adjudicator of the Weathertight Homes Resolution Service (WHRS), Internal Affairs Minister George Hawkins announced today.

Mr Skinner will head a six-person panel comprising Timothy Scott (Taumarunui); David Carden (Auckland); David Gatley (Auckland); George Douglas (Dunedin); John Green (Auckland); and Anthony Dean (Auckland), Mr Hawkins said.

The Weathertight Homes Resolution Service (WHRS) provides a low cost dispute resolution process for owners of leaky homes, including independent assessment and a mediation and adjudication service.

The Chief Adjudicator and panel appointments would compliment the work already being undertaken by WHRS mediators. Like mediators, adjudicators would work part-time around the country and be assigned to WHRS cases if homeowners chose the adjudication option.

Adjudicators’ backgrounds:

Paul Skinner (Chief Adjudicator), Auckland. Barrister and principal Tenancy Tribunal Adjudicator between 1987 and 2002.

Timothy Scott. Barrister and coroner, with 20 years experience in Family Court work.

David Carden. Barrister. Convenor of the NZ Law Society Committee on Accident Compensation.

David Gatley. Arbitrator, senior lecturer in construction law at UNITEC Institute of Technology.

George Douglas. Quantity surveyor with extensive experience in dispute resolution.

John Green. Self employed arbitrator and mediator; residential and commercial property developer.
